The City Council met for a special council meeting at 4:00 p.m. on March 18, 2009 at City Hall. Members present were Mayor Joe Paul Evans, Councilman Jack Pahlmann, Councilman Louis Citro, Councilman Jim Goss, and Councilman Bob Burtrum. Also present were City Administrator Fugate, City Clerk Mallory Prewett, and Direct of Finance Dixie Williams.
Mayor Evans established a quorum and called the meeting to order at 4:00 p.m.
II. Reading of Bills
A. Bill 884 to become Resolution 884. A
Resolution to honor past Mayor and City Administrator Gerald Elmore for his
dedication to the City of West Plains, Missouri by dedicating the city Hall
Conference Room in his name.
The motion was made by Councilman Burtrum and seconded by Councilman Citro to approve Bill 884 which becomes Resolution 884. Motion passed unanimously.
III. Council
Action
A. Bid—GPS
Equipment for the Engineering Department
The motion was made by Councilman Pahlmann and seconded by Councilman
Goss to approve the GPS Equipment for the Engineering Department for around $5,030.00.
This will come out of FY09 budget. Motion passed unanimously.
IV.
Work Session
A. Utility and City Budget Review. Council reviewed summaries of the FY10 budgets for both City and Utility. Stuart Tapson made a presentation to the Council regarding closing the pool three days a week. It is expected that a savings of $20,000 will be achieved by taking this action. A large reduction in life guard salaries creates the savings. The Civic Center pool is available the citizens who want to swim when the Aquatic Park is closed. Days of operation for the park will be Thursday, Friday, Saturday and Sunday. The Council agreed to this recommendation.
B. A salary freeze was recommended for all departments (City and Utility) and the Council approved GPS equipment for the Engineering budget at $6,500.00
The City and Utility budgets along with Tax Increment Financing (TIF) #1 (FY09), and for TIF#2, TIF #3, will be presented for approval on March 23, 2009.
V.
Administrator’s
Report
Mr. Fugate presented the Drinking Water Economic Recovery Funding application. The Council reviewed it and agreed it would be good to send it in.
VI. Adjourn
The motion was made by Councilman Pahlmann and seconded by Councilman Burtrum to adjourn. Motion passed unanimously.
