The City Council met for a work session at 4:00 P.M. November 12, 2008 at the West Plains City Hall. Members present were Mayor Joe Paul Evans, Councilman Jack Pahlmann, Councilman Louis Citro, Councilman Jim Goss, and Councilman Bob Burtrum. Also present were City Administrator Royce Fugate, City Clerk Mallory Prewett, Finance Director Dixie Williams, Wes Parks, Trent Courtney, City Attorney Bob Oberzalek, and Public Information Officer Laurel Thompson.
Mayor Evans established a quorum and called the meeting to order at 4:00 P.M.
II. WORKSESSION:
A. Storm Water Management Ordinance
Ø Chad Morris from Morris and Munger, Engineers LLC, presented the Council with a Power Point presentation over the Stormwater Management Program Plan.
Ø Attached is the Power Point.
Ø There was minimal discussion by the Council and Morris and Munger will be presenting information to the public at the meeting on 11/13/08.
B. Discussion of Possible Ordinance—CID #3
Ø The Council discussed with Travis Smith of Southern Hills Limited, ways to pay the project off.
Ø Mr. Smith addressed the Council with a question he has been getting frequently, “Why is so much money being put into the façade of the buildings?” Mr. Smith said the owners want consistency all throughout the shopping center.
Ø Bob Oberzalek, City Attorney, said that if we want to do a CID, there must be a funding agreement from now on. He said Mr. Smith is offering to do a pre-funding agreement of $5,000.00. Mr. Oberzalek said the City would like to recoup all the fees at some point and the City could use the $5,000.00 for work now. If the CID is approved, Mr. Smith will be reimbursed.
Ø An Ordinance will have to be prepared for the Monday, November 17, 2008 City Council meeting.
Ø There should be a cooperative agreement written up between the City of West Plains and Southern Hills Limited if the CID were to pass. This could be prepared within the Ordinance.
Ø Discussion was brought up about who would serve on the Board. The Council and Mr. Oberzalek decided it should remain as is; Travis Smith, Chase Smith, Allison Smith, Nicole Smith, and Sybil Smith.
C. Additional Item: Dr. Drew Bennett, Chancellor of Missouri State University- West Plains
Ø Dr. Bennett addressed the Council about the MSU-WP Entrepreneurial Program. The EDC has pledged $5,000 per year for 5 years and Dr. Bennett said he understood that possibly the City would provide the same amount towards the program. The Council determined the program served a public purpose and will benefit economic development and the Butler Building Incubator Project and that the yearly amount could come out of the Economic Development budget subject to yearly appropriations.
D. Budget Amendment
Ø The Council reviewed the proposed adjustments to City and Utility Budgets. Finance Director Dixie Williams discussed the various adjustments.
