The West Plains City Council met for a regular meeting at 7:00 p.m. on Monday, April 20, 2009 at West Plains City Hall Council Chambers, 1910 Holiday Lane with the following members present: Mayor Joe Paul Evans, Councilman Jack Pahlmann, Councilman Louis Citro, Councilman Jim Goss, and Councilman Bob Burtrum. City Administrator/Engineer Royce Fugate, P.E., City Clerk Mallory Prewett, Finance Director Dixie Williams, and City Attorney Charles Cantrell were also present.
Mayor Evans established a quorum and called the meeting to order. City Attorney Charles Cantrell said the invocation and Councilman Citro led the Pledge of Allegiance.
The motion was made by Councilman Pahlmann and seconded by Councilman Citro to approve the minutes for the March 23, 2009 Regular Meeting, April 1, 2009 Special Meeting, and April 13, 2009 Reorganization Meeting. Motion passed unanimously.
III. CONSIDERATION
OF PAYROLL AND BILLS:
The motion was made by Councilman Burtrum and seconded by Councilman Goss to approve payment for the payrolls of March 27, 2009, April 10, 2009, and also bills for March 2009. Motion passed unanimously.
IV. RECOGNITION OF GUESTS
A. Mary Sheid, Physical Therapy Specialist Clinic, Six Month Wellness Assessment Report. Mrs. Sheid stated that the Wellness Program has been a great experience for many City employees with great outcomes. Lola Pattillo and Kurt Wilbanks shared their success stories to the Council.
B. Jerry Miller, President of Firefighters Association of Missouri, presented awards to Fire Chief Time Bean, Assistant Fire Chief Roy Sims, and Captain Kurt Wilbanks.
V. READING OF BILLS:
A. Bill 4104 to become Ordinance 4104. Second Reading. An Ordinance changing the
official zoning map of the city of West Plains, Missouri and defining the
boundaries of the area to be changed on said official zoning map by this
Ordinance (Putnam Property 960 and 962 Thayer Avenue, West Plains, Missouri). The
motion was made by Councilman Citro and seconded by Councilman Goss to accept
Bill 4104, which becomes Ordinance 4104. Motion passed unanimously.

B. Bill 4107 to become Ordinance 4107. First and Second Reading. An Ordinance
annexing property into the City of West Plains, Missouri, located at 2009
Holiday Lane, West Plains, Missouri (Tony’s Tire, Kem Friga). The motion was
made by Councilman Goss and seconded by Councilman Burtrum to accept Bill 4107,
which becomes Ordinance 4107. Motion passed unanimously.

C. Bill 4108 to become Ordinance 4108.
First and Second Reading. An Ordinance to establish a fee for insurance of a
Certificate of Occupancy for commercial buildings.
The fee was recommended and set for $25 for the
Certificate of Occupancy. Councilman Pahlmann asked if this would just apply to
new tenants and Finance Director Williams said yes.
The amended motion was made by Councilman Burtrum
and seconded by Councilman Citro to accept Bill 4108, which becomes Ordinance 4108.

lease agreement by and between the City of West Plains, Missouri and Air Evac
for land to occupy a landing pad.

Pahlmann to accept the Bill 4109, which becomes Ordinance 4109. Motion passed

Commission providing for capital, operating, and/or marketing assistance,
comprised of federal funds to be expended for commission-approved transit
projects. The motion was made by Councilman Citro and seconded by Councilman
Burtrum to accept Bill 4110, which becomes Ordinance 4110. Motion passed

and signatures
The motion was made by Councilman Pahlmann and seconded by Councilman
Citro to approve the MoDOT Traffic Enforcement Application. All Council members
signed the agreement. Motion passed unanimously.
K.
Planning and Zoning Recommendations
The motion was made by Councilman Pahlmann and seconded by Councilman
Goss to accept the Planning and Zoning Recommendations for Kem A. Friga, Sr.
and Debbie F. Friga, Property Annexation at 2009 Holiday Lane (Tony’s Tire),
West Plains, Missouri.

Project
Updates
·
The City Hall parking lot is complete and the
City Hall/Police Complex is basically done. There will be some sod laid soon.
·
Washington Avenue is complete and open now.
·
Driveways on Catalina are nearing completion.
·
Civic Center Board Meeting—they will discuss the
heating and air system.
·
Asphalt contractor should begin work soon.
B. Election Results—IAFF
·
Election results were 5-2, and within 10 days we
will have an official count. The Mayor has appointed Ivan Schrader, Royce
Fugate, and Roy Sims to represent the City.
o The
motion was made by Councilman Citro and seconded by Councilman Burtrum to
accept the Mayor’s recommendations.
C. Bonding for Stimulus funding for water systems
· The application has been submitted for $3.9 million.
· Joy Howard is coming May 7, 2009 and we can talk about stimulus bonding then.
· The election for bonding would have to go to the County Clerk May 19, 2009 to be ready for the August election or by August 18, 2009 to be ready for the November election.
