West Plains City Hall
The City Council met for a Special Session at 4:00 P.M. April 1, 2009 at the West Plains City Hall. Members present were Councilman Jack Pahlmann, Councilman Louis Citro, Councilman Jim Goss, and Councilman Bob Burtrum. Also present were City Administrator Royce Fugate, City Clerk Mallory Prewett, and Finance Director Dixie Williams. Mayor Joe Paul Evans was absent from the meeting.
Mayor Pro-Tem Pahlmann established a quorum and called the meeting to order at 4:00 P.M.

COUNCIL
ACTION:
A. Review of Ice Storm Debris Removal Bids
· Bids were received for the ice storm debris removal project. There was a wide range of bids. The Council reviewed the different bids.
· Show-Me Debris Removal was the lowest bid at $99,100.
· Levi Reeves of Levi Reeves Construction was present to try and negotiate the low bid.
· Mr. Reeves stated that Kent Edge told him there could be consideration given to a local bidder. Wes Parks told Mr. Reeves that if consideration was given to a local bidder, it would not exceed 5%. Mr. Reeves bid at $108,000 did not fall in that category. Mr. Reeves asked for an opportunity to rebid, but the Council declined.
· Mr. Fugate stated FEMA and SEMA would not accept any bid but the lowest for this project.
· Mr. Fugate stated Show-Me Debris Removal had good references.
The motion was made by Councilman Citro and seconded by Councilman Goss to accept Show-Me Debris Removal bid for ice storm debris removal for $99,100. Motion passed unanimously.

A. Spring
Clean-Up

Mr. Fugate stated the Spring Clean-Up will need
to be delayed until fall due to the ice storm debris removal occurring

The motion was made by Councilman Burtrum and seconded by Councilman Goss to adjourn. Motion passed unanimously.
